When snow has accumulated on the streets of the Village at a depth in excess of one inch, the following parking restrictions shall become effective immediately:
(A) With the exception of the streets listed in Subsections (B) and (C) of this Section, no person shall park a motor vehicle on any street of the Village until the snow has been removed from the pavement the entire length of the street from curb to curb;
(B) On the following streets, no person shall park a motor vehicle between the hours of 9:00 a.m. and 9:00 p.m. on the even numbered side of the street or between the hours of 9:00 p.m. and 9:00 a.m. on the odd numbered side of the street until the snow has been removed from the pavement the entire length of the street from curb to curb:

(C) The following streets shall be exempt from the provisions of this Section:
