§ 150.032 EXAMINATION OF PLANS ACCOMPANYING APPLICATION; PERMIT FEES.
   (A)   The application for a permit required by § 150.030, with plans, shall be referred to the Building Official, or such designee, who shall examine the same to determine whether the proposed alterations will comply with the ordinance provisions relating thereto. Upon approval, one set of plans shall be returned by the Building Official, or such designee. No permit shall be issued except after approval of the plans and the payment of any applicable fees provided in the fee schedule that has been adopted by the Village Board, and which may change from time to time as determined in the best interests of the Village.
   (B)   The applicable fees provided in the fee schedule in subsection (A), with the exception of fees for third-party plan reviews, shall be waived for an individual who has attained the age of sixty-two (62) years old provided that the permit is for either 1) a single-family dwelling that the individual owns and occupies as his or her principal residence, or has a lease that makes the individual responsible for the real estate taxes and occupies as his or her principal residence, and the construction value of the work for which the permit is sought does not exceed $12,000.00; or 2) a single-family dwelling that the individual owns and occupies as his or her principal residence and is receiving a Cook County Senior Citizen Exemption, and the construction value of the work for which the permit is sought does not exceed $12,000.00.
      To obtain a fee waiver, the individual must submit documentation to prove ownership of the property that may include a deed to the property, or a lease for the property that proves responsibility for the property's real estate taxes; documentation to prove the property is the principal residence of the individual and the age of the individual may include a real estate tax bill for the property, a Driver's License, an Illinois Identification Card, Alien Registration Card, Social Security Card, Naturalization Papers, or Birth Certificate; or the most recent second- installment real estate tax bill that shows the property is receiving a Cook County Senior Citizen Exemption. The Building Official is authorized to establish additional eligibility criteria and rules for said fee waiver.
      In the event the property no longer qualifies for the fee waiver during the term of the permit or the construction value of the work exceeds $12,000.00, the individual that obtained the fee waiver shall notify the Building Official of said fact within thirty (30) days of such change. If the Village determines that the fee waiver was approved under false pretenses or the individual failed to notify the Village of a change in eligibility within the required timeframe, the individual may be liable for any previously waived fees as well as any applicable penalties or fines.
   (C)   The applicable fees provided in the fee schedule in subsection (A), with the exception of fees for third-party plan reviews, shall be waived for a governmental entity, not-for- profit educational or religious institution that is exempt from the payment of real estate taxes and located within the Village provided that the construction value of the work for which the permit is sought does not exceed $250,000.00.
      To obtain a fee waiver, the unit of local government or institution must submit documentation to demonstrate not- for-profit status and proof of real estate tax exemption. The Building Official is authorized to establish additional eligibility criteria and rules for said fee waiver.
      In the event the property no longer qualifies for the fee waiver during the term of the permit or the construction value of the work exceeds $250,000.00, the entity that obtained the fee waiver shall notify the Building Official of said fact within thirty (30) days of such change. If the Village determines that the fee wavier was approved under false pretenses or the entity failed to notify the Village of a change in eligibility within the required timeframe, the individual may be liable for any previously waived fees as well as any applicable penalties or fines.
