§ 71.23 RESIDENTS-ONLY PARKING.
   (A)   Prohibition. It shall be unlawful to park any motor vehicle at any time on those sections of residential streets listed hereunder, except that residents of the Village and/or their guests may park their own, private passenger vehicles on those sections of residential streets listed hereunder without restriction unless other, more restrictive paragraphs of this title shall apply from time to time.
   (B)   Definitions. For the purpose of this section, the following definitions shall apply:
   GUEST. Any person who visits or calls upon a resident of the Village, as defined in this section, but does not stay or reside in the abode beyond the limits established by the Illinois Compiled Statutes or this code, regarding registration or licensing of the guest's vehicle.
   PRIVATE PASSENGER VEHICLES The term includes but is not limited to automobiles, motor-cycles, motorized conveyances, passenger vans and certain trucks and recreational vehicles which are owned, leased, rented or borrowed by residents of the Village.
   RESIDENT (of the village). Any person who owns, leases, rents or otherwise occupies an abode within the corporate limits of the Village for some portions of each calendar year, but the status may be claimed only during the actual term of each occupancy. For the purposes of this section, a person is a RESIDENT only as to the street on which he or she owns, leases, rents or otherwise occupies an abode.
