Except as otherwise provided in the Chapter, any person, firm, or corporation violating any parking restriction set forth in this Chapter 71 shall be fined in the amount of $35, said fine to be increased to $70 if not paid by the due date set forth in the traffic citation and further increased to $140 if not paid within 30 days of mailing of final notice:
(A) Provided, however, that should any such violation occur on a state highway within the Village, the fine therefor shall be in the amount of $50, said fine to be increased to $75 if not paid by the due date set forth in the citation and further increased to $150 if not paid within 30 days of mailing of final notice;
(B) Provided further, that a maximum fine of $250 shall be imposed for violation of restrictions pertaining to handicapped parking designated areas.
