§ 71.21 DESIGNATION OF NO PARKING – HANDICAPPED PARKING ONLY AREAS WITHIN PUBLIC RIGHTS-OF-WAY.
   (A)   The Village Manager/Comptroller of the Village of Schiller Park is authorized hereby to designate areas within public rights-of-way under the jurisdiction of the Village of Schiller Park as and for parking locations restricted solely for motor vehicles bearing a handicapped person decal and to direct the erection of suitable signs defining such areas; provided that the Village Manager/Comptroller shall not make any such designation of an area directly in front of a single-family residence (as defined in the Zoning Ordinance – Chapter 155 of the New Millennium Code of the Village of Schiller Park, as amended) unless:
      (1)   A resident of such single-family residence has made a request for such designation on a form provided by the Village Clerk;
      (2)   The Village Manager/Comptroller has ascertained that a resident of such single-family residence possesses one or more handicapped person decals and that they or it are current: and
      (3)   There exists no private driveway extending from a right-of-way onto the lot upon which such single-family residence is located.
   (B)   In the event the Village Manager/ Comptroller makes any such designation of an area directly in front of a single-family residence, he shall direct the removal of such signs defining such area whenever he ascertains that no resident of such single-family residence has such current handicapped person decal.
   (C)   For purposes of this section, an alley is not a right-of-way and no portion of any alley shall be designated as and for a parking location restricted solely for motor vehicles bearing a handicapped person decal.
