(A) Definitions.
(1) COMMERCIAL VEHICLE. A motor vehicle designed to transport persons or property, if the vehicle has a gross vehicle weight of 8,001 pounds, or is designed to transport more than six persons or hazardous materials, and public passenger vehicles as defined in Chapter 123 of this Code.
(2) SNOW PLOW ATTACHMENT. A device intended for mounting on a vehicle for removing snow and ice from outdoor surfaces.
(B) Parking of Commercial Vehicles Prohibited.
(1) Restrictions. Except when loading or unloading goods, freight, wares or merchandise, it shall be unlawful to park or store any commercial vehicle as defined in division (A) above, on any street, alley or public way within the Village or on private property in any area zoned for residential use in the Village.
(2) Exceptions. The following vehicles are exempt from the provisions of division (B)(1) above:
(1) Any motor vehicle such as a pick-up truck having a maximum load capacity including the vehicle of 8,000 pounds or less; and
(2) Any commercial vehicle, including any small trailer having a maximum load capacity including the vehicle of 8,000 pounds or less, provided it is parked in an enclosed garage or in a space upon private property specifically assigned to such vehicle.
(C) Parking of Vehicles with Snow Plow Attachments Prohibited.
(1) Restrictions. It shall be unlawful to park or store any vehicle with a snow plow attachment on any street, alley or public way within the Village or on private property in any area zoned for residential use in the Village.
(2) Exceptions. One vehicle with a Snow Plow Attachment may be parked on residential property from November 1 through April 15.
(D) Towing. In addition to the monetary fines provided in § 71.99 and provided proper signs are posted, the Chief of Police may authorize immediate removal of the vehicle by a towing service of commercial vehicles or vehicles with a snow plow attachment violating the provisions of this section.
