(A) Residential light standards. With the exception of streetlights, all exterior lighting fixtures within or adjacent to residential districts shall be directed or shaded wherever necessary to avoid casting direct light upon any adjacent real property and to ensure that the intensity of lights shall not exceed 1/4-foot candle as measured at any adjacent residential property line, and in addition in all residential zoning districts:
(1) Exterior freestanding lights.
(a) Shall not exceed a height of more than seven feet six inches above grade; and
(b) Shall not be mounted in or on trees, or vegetation.
(2) Exterior lights mounted on buildings.
(a) If located upon the principal residence building, shall not exceed a height of more than 18 feet above grade;
(b) If located upon any accessory or auxiliary building, shall not exceed a height of more than 12 feet above grade;
(c) Shall reduce glare emanating there from through the use of diffusers; and
(d) Shall be operated on 120 volts AC or less to ground.
(3) All exterior lighting.
(a) Must be directed towards the lot upon which the light is located through the use of appropriately designed fixtures or the addition of cutoffs or shields;
(b) Within the front yard zoning setback the intensity of light level shall not exceed l/2-foot candle of illumination at the property line; and within all other areas of the lot, the intensity of light level shall not exceed 1/4-foot candle of illumination at the property line; and
(c) Any lights used for exterior illumination shall be planned, erected, and maintained to direct light away from adjoining properties and/or public rights-of-way.
(B) Glare or heat. Any operation producing intense glare or heat shall be performed within a completely enclosed building in such manner as not to create a public nuisance or hazard. Exposed sources of light from the interior of a building shall be controlled so that direct or indirect illumination from any source within the property line shall not cause illumination in excess of 1/4-foot candle when measured at any zoning lot line. The measurement of glare or light shall be made at the property line using a light meter operated by a trained operator.
