No person shall operate, on a durable, all- weather street other than gravel or crushed stone, any vehicle used for the purpose of applying road oil, liquid asphalt or similar material to road surfaces unless the vehicle is equipped so as to absolutely prevent the material from dripping on the street, nor shall the material be allowed to drip on any such street.
