(A) The following bonds shall be deposited with the Village before a building permit, plumbing permit or any other permit required by this Chapter is issued. This Chapter does not apply to any contractor who is protected by The Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 (225 ILCS 447/5 et seq.) ("the Act"). Contractors falling under the protection of this act will be regulated only by the State of Illinois and required only to provide a copy of their State License number to the Village of Schiller Park to comply with Village Permit Applications. Otherwise, for those contractors not covered by the Act, the bond shall be in such a form as approved by the Village and shall be issued by a company duly authorized by law to issue such bonds in Illinois.

Such bond shall require that the applicant faithfully perform the duties and otherwise comply with the building code and all other applicable codes and ordinances of the Village. The bond shall protect the Village against any and all damages that may arise to the public ways and to the Village, and to any person, in consequence or by reason of such contractor's occupation and operation within the Village. Any contractor protected by the Act is held to the State of Illinois standards and shall comply with those standards in order to obtain a State of Illinois License. Any Contractor protected by the Act who cannot produce a State of Illinois License shall not be permitted to do any work within the Village and the State shall be notified as to the lack of credentials of the individual applicant so that they may take action.
(B) In addition to any and all other bonds required to be posted by the above referenced contractors under this section, contractors—with the exception of those protected by the Act—shall also be required to post a license and permit bond in the amount of $10,000.00 executed by a surety company that is authorized to transact business in the State of Illinois as surety on the bond with the contractor as principal on the bond, and the Village as the obligee, for the Village's benefit and for the benefit of consumers dealing with the contractor, conditioned that the contractor shall faithfully perform the duties and in all things comply with the ordinances and regulations of the Village, pertaining to the permit or license applied for. The bond shall be valid for one year from the date of application and the bond shall provide that it may only be terminated if the surety provided thirty (30) days notice, in writing, by certified mail and return receipt requested to the Village of the termination or expiration of the bond.
