(A) It shall be unlawful for the operator of any vehicle to turn the vehicle so as to proceed in the opposite direction unless the movement can be made in safety and without backing into traffic or otherwise interfering with traffic.
(B) It shall be unlawful for the operator of any vehicle to make a U turn at any place except where otherwise provided by ordinance.
