§ 150.007 RESIDENTIAL CODE, AMENDMENTS ADOPTED.
   (A)   The ICC International Residential Code/2006, published by the International Code Council, Inc., one copy of which is on file in the office of the Village Clerk, is adopted and incorporated as part of this Code as if set out at length and in full herein.
   (B)   The ICC International Residential Code/2006 adopted is amended hereby as follows:
      (1)   The words "Village of Schiller Park" shall be inserted wherever the words "(name of jurisdiction)" appears.
      (2)   As used throughout the Code adopted by reference hereby, the "code official" shall mean and include the Building Inspector and/or the Director of Community Development of the Village of Schiller Park.
      (3)   Sections R103.2, and R103.3 are amended in their entirety hereby; so that hereafter the said Sections R103.2 and R103.3 shall be and read as follows:
   R103.2 Code official: The Building Official and/or the Director of Community Development of the Village of Schiller Park (including their authorized agents and representatives).
   R103.3 Deputy code official: Collectively, all of the duly authorized agents and representatives of the Code Official who shall have and exercise all powers of the Code Official during the temporary absence or disability of the Code Official."
      (4)   Section R106 is amended hereby to include an additional section, Section R106.1.4, "Construction plans"; so that hereafter the said Section R106 shall contain Section R106.1.4 which shall be and read as follows:
   R106.1.4 Construction plans. Construction plans submitted for all new homes, two flats, additions greater than 500 square feet, and basement remodels, shall be signed and sealed by an Illinois licensed architect and shall include: Original signature, license number, date of license expiration, date of signature, and shall also require a statement of certification by the professional and his/her signature. The statement of certification shall be as follows:
   These plans and specifications were prepared by me or under my direct supervision, and to the best of my knowledge, conform to the Building Codes and Ordinances of the Village of Schiller Park. I (am-am not) inspecting the work.

      (5)   Section R108.2 is amended in its entirety hereby; so that hereafter the said Section R108.2 shall be and read as follows:
   R108.2 Schedule of permit fees. All permit fees shall be paid as required in accordance with the most recent fee schedule approved by resolution by the President and Board of Trustees."
      (6)   Section R108.5 is amended in its entirety hereby; so that hereafter the said Section R108.5 shall be and read as follows:
   R108.5 Refunds. The code official shall authorize the refunding of fees in accordance with the most recent fee schedule approved by resolution by the President and Board of Trustees."
      (7)   Section R112 is amended in its entirety hereby; so that hereafter the said Section R112 shall be and read as follows:

   BOARD OF APPEALS
   R112.1 Board of appeals. The President and Board of Trustees shall serve as the Board of Appeals."
      (8)   Section R113.4 is amended in its entirety hereby; so that hereafter the said Section R113.4 shall be and read as follows:
   R113.4 Penalties. All penalties shall be paid in accordance with the most recent fee schedule approved by resolution by the President and Board of Trustees."
      (9)   Section R114.2 is amended in its entirety hereby; so that hereafter the said Section R114.2 shall be and read as follows:
   R114.2 Stop work. All stop work order fines shall paid be in accordance with the most recent fee schedule approved by resolution by the President and Board of Trustees."
   (10)   Section R301.2 is amended by the completion of Table R301.2(l); so that hereafter the said Table 301.2(1) shall be and read as follows:

      (11)   Section R313.2 is amended in its entirety, so that hereafter the said Section R313.2 shall be and read as follows:
   R313.2: Smoke and carbon monoxide detector within 15 feet of all fuel burning applicances."
      (12)   Section R313.3 is amended in its entirety, so that hereafter the said Section R313.3 shall be and read as follows:
   R313.3: All detector wires to be in a separate raceway and on their own Arc-Fault protected circuit."
      (13)   Section R403 is amended hereby to include an additional section, Section R403.1.9, entitled "Screen porches"; so that hereafter the said Section R403.1.9 shall be and read as follows:
   R403.1.9 Screen porches: All screen porches shall have a complete footing and foundation system or piers, which extend to frost. The piers design shall bear the signature and seal of a design professional the same as required for a new home under the provisions of Section 106.1.4."
      (14)   Section R403.1 is amended in its entirety; so that hereafter the said Section R403.1 shall be and read as follows:
   R403.1 General. All exterior walls shall be supported on continuous solid or fully grouted masonry or concrete footings, wood foundations, or other approved structural systems which shall be of sufficient design to accommodate all loads according to Section R301 and to transmit the resulting loads to the soil within the limitations as determined from the character of the soil. Footings shall be supported on undisturbed natural soils or engineered fill. The use of wood footings is not permitted."
      (15)   Section R404.1 shall be amended by adding an additional subparagraph, subparagraph "6."; so that hereafter the said subparagraph "6." to be contained in Section R404.1 shall be and read as follows:
   6.   The use of wood footings or wood foundations is not allowed."
      (16)   The first paragraph contained in Section R807.1 is amended hereby in its entirety; so that hereafter the said first paragraph contained in Section R807.1 shall be and read as follows:
   R807.1 Attic access. All attics meeting the clearance requirements above shall be provided with a pull down attic stair. The stair shall be located so it can be fully extended and touch the floor. The pull down stair shall have adequate room to access the stair from the end of the stair. The stair shall not be located in a closet where adequate access is not provided."
      (17)   Chapter R905 is amended hereby to include an additional section, Section R905.1.1; so that hereafter the said Section R905.1.1 shall be and read as follows:
   R905.1.1 Ice barrier protection. All references to ice barrier protection shall be changed so the protection extends 66 inches from the drip edge."
      (18)   Section M1601 is amended hereby to include an additional section, Section M1601.2.3; so that hereafter the said Section M1601.2.3 shall be and read as follows:
   M1601.2.3 Insulation on ductwork. All duct insulation shall be installed on the exterior of the ductwork. The use of insulation on the interior of the ductwork is not allowed."
      (19)   Section M1602 is amended hereby to include an additional section, Section M1602.4; so that hereafter the said Section M1602.4 shall be and read as follows:
   M1602.4 Location. All rooms shall have a return air register except kitchens, bathrooms, mechanical equipment rooms, laundry rooms and garages. Supplies and returns shall be on opposite height of the other."
      (20)   Chapters 25, 26, 27, 28, 29, 30, 31, and 32 are deleted in their entireties.
      (21)   Section E3601 is amended to include an additional section, Section E3601.6; so that hereafter the said Sections E3601.6 shall be and read as follows:
   E3601.6 Power for detached garages. All branch circuits or feeders that supply detached garages shall be underground. The use of overhead wiring to supply a detached garage is not permitted."
      (22)   Table E3701.2 is amended in its entirety hereby; so that hereafter the said Table E3701.2 shall be and read as follows:

      (23)   Section E3801.1 is amended hereby in its entirety, so that hereafter Section E3801.1 shall be and read as follows:
   E3801.1: Basement wall receptacles to be installed a minimum of 18" above finished floor. NEC 210.52 (A) General Provisions."
      (24)   Section E3801.2 is amended hereby in its entirety, so that hereafter Section E3801.2 shall be and read as follows:
   E3801.2: Receptacle required in clothes closets larger than 49 square feet. NEC 210.52(A)."
      (25)   Section E3801.5 is amended hereby in its entirety, so that hereafter Section E3801.5 shall be and read as follows:
   E3801.5: Separate circuits required for sump pump and ejector pumps, both with simplex outlets. NEC 210.50(C)."
      (26)   Section E3802.3 is amended hereby in its entirety, so that hereafter Section E3802.3 shall be and read as follows:
   E3802.3: Bubble or in use covers required for all exterior GFCI protected receptacles. NEC 210.8(A)(3)."
      (27)   Section E3802.12 is amended hereby in its entirety, so that hereafter Section E3802.12 shall be and read as follows:
   E3802.12: Lighting circuit to be part of the requirement for arc-fault protection. NEC 210.12 for clarification."
      (28)   Section E3803.3 is amended hereby in its entirety, so that hereafter Section E3803.3 shall be and read as follows:
   E3803.3: Lighting outlet (luminaire) required in all clothes closets larger than 39 square feet. NEC 210.70(A)(2)."
      (29)   Section E3901 is amended hereby to include an additional section, Section E3901.13; so that hereafter the said Section E3901.13 shall be and read as follows:
   E3901. Switch location: Bathroom switches and fixtures to be at minimum 30 inches from the water's edge for tubs, showers and whirlpools."
      (30)   Section E3903.11, entitled "Luminaires in clothes closets", is amended hereby by deleting items 1 and 3 in their entireties.
      (31)   Section E3903 is amended hereby to include an additional section, Section E3903.11.1; so that hereafter the said Section E3903.11.1 shall be and read as follows:
   E3903.11.1 All closet lights shall be recessed or surface mounted fluorescent or recessed incandescent. All closets over 49 square feet shall have a luminaire."
      (32)   Section E4106 is amended hereby to include an additional section, Section E4106.3.1; so that hereafter the said Section E4106.3.1 shall be and read as follows:
   E4106.3.1 Swimming pool lights. All swimming pool lights shall be a maximum 15 volts with a pool listed transformer."
      (33)   Chapter 43, entitled "Referenced Standards", is amended to delete all reference to the "International Plumbing Code" and insert in place thereof the "Illinois Plumbing Code", 2014 edition.
      (34)   Chapter 43, entitled "Referenced Standards", is amended to delete all reference to the "International Existing Building Code", the "International Zoning Code", and the "International Electrical Code".
      (35)   Appendices A, B, C, D, E, F, G, H, K, M, and Q are adopted hereby, and Appendices I, J, L, N, O, and P are deleted in their entireties.
