§ 150.002 INTERNATIONAL FIRE CODE; AMENDMENTS ADOPTED.
   (A)   The 2021 edition of the International Fire Code, as promulgated and published by the International Code Council is hereby adopted. This code shall herein be known as the 2021 International Fire Code or 2021 IFC.
   (B)   The 2021 International Fire Code, is amended hereby as follows:
      (1)   The words "Village of Schiller Park" shall be inserted wherever the words "(name of jurisdiction)" or "(Insert Name of Department)" appears.
      (2)   As used throughout the Code adopted by reference hereby, the "Fire Code Official" shall mean the Fire Chief.
      (3)   Section 111 is amended in its entirety hereby; so that hereafter the said Sections 111 shall be and read as follows:
   "SECTION 111
   BOARD OF APPEALS
      108.1 Board of appeals. The President and Board of Trustees of the Village of Schiller Park shall serve as the Board of Appeals."
      (4)   Section 112.4 shall be amended in its entirety hereby; so that hereafter the said Section 112.4 shall be and read as follows:
      "112.4 Penalties. All penalties shall be paid in accordance with the most recent fee schedule approved by resolution by the President and Board of Trustees."
      (5)   Section 113 is amended to include Section 113.5, which shall read as follows:
      "113.5 Penalties. All stop work order fines shall paid be in accordance with the most recent fee schedule approved by resolution by the President and Board of Trustees."
      (6)   Sections 901.6.1 and 901.6.3 are amended in their entireties hereby; so that hereafter the said Sections 901.6.1 and 901.6.3 shall read as follows:
      901.6.1 Automatic sprinkler systems. The Permittee shall comply with the applicable provisions of the Village of Schiller Park alarm ordinance in effect at the time of permit application.
      901.6.3 Fire alarm systems. The Permittee shall comply with the applicable provisions of the Village of Schiller Park alarm ordinance in effect at the time of permit application.
      (7)   Section 903.2.8 is hereby amended to add Section 903.2.8.5, which shall read as follows:
      Section 903.2.8.5 Group R retrofit. Existing Group R-2 occupancies converted to legal condominiums in compliance with the Village of Schiller Park shall be retrofitted with an automatic sprinkler system in compliance with Section 903.3.1.1 or Section 903.3.1.2. Legal condominiums converted from individual ownership of the dwelling units to a Group R-2 (Apartment) occupancy under a single ownership shall be retrofitted with an automatic sprinkler system in compliance with Section 903.3.1.1 or Section 903.3.1.2.
      (8)   Sections 903.4 and 907.14 are amended in their entireties hereby; so that hereafter the said Sections 903.4 and 907.14 shall read as follows:
      903.4 Sprinkler system supervision and alarms: Except as set forth in this Section, all automatic fire suppression systems required for A, B, E, H, I, M or R occupancies shall be supervised by method 1 and all automatic fire suppression systems in other occupancy types shall be supervised by one of the following methods:
         1.   By a radio network broadcasting directly to the Schiller Park Fire Department Communication Center, in accordance with NFPA 72.
         2.   By locking "open" all sectional control valves and other valves in lines supplying water from connections to water supplies to fire protection devices.
   Exceptions:
         8.   Automatic sprinkler systems protecting one- and two-family dwellings.
         9.   Limited area systems serving fewer than 20 sprinklers.
         10.   Automatic sprinkler systems installed in accordance with NFPA 13R where a common supply main is used to supply both domestic water and the automatic sprinkler systems and a separate shutoff valve for the automatic sprinkler system is not provided.
         11.   Jockey pump control valves that are sealed or locked in the open position.
         12.   Control valves to commercial kitchen hoods, paint spray booths or dip tanks that are sealed or locked in the open position.
         13.   Valves controlling the fuel supply to fire pump engines that are sealed or locked in the open position and
         14.   Trim valves to pressure switches in dry, preaction and deluge sprinkler systems that are sealed or locked in the open position.
      907.14 Fire Alarm Systems: All required fire alarm systems shall transmit alarm and trouble signals directly to the Schiller Park Fire Department Communications Center.
   Exceptions:
         1.   Single- and multiple-station smoke alarms required for Group R-2 and R-4 occupancies.
         2.   Smoke detectors in occupancies in Group I-3 occupancies.
         3.   Automatic sprinkler systems in one- and two-family dwellings or Group R-3 occupancies.
      (9)   Sections 912.3 is amended in its entireties to read as follows:
      912.3 Fire hose threads. All Fire Department connections shall be NST 4-inch Stortz connections with a 30-degree downturn (Stortz type only).
      (10)   Sections 5604.1 is amended in its entireties to read as follows:
      5604.1 General. Pursuant to Section 92.05 of Chapter 92 of the New Millennium Code of the Village of Schiller Park, as amended, the storage of explosives and blasting agents is prohibited.
      (11)   Sections 5605.1 is amended in its entireties to read as follows:
      5605.1 General. Pursuant to Section 92.05 of Chapter 92 of the New Millennium Code of the Village of Schiller Park, as amended, the manufacture, assembly and testing of explosives, and explosive materials and fireworks is prohibited.
      (12)   Sections 5608 is amended to include Section 5608.1.1 that shall read as follows:
      5608.1.1. The applicable provisions of the Village of Schiller Park fireworks ordinance contained in Chapter 92 of the New Millennium Code of the Village of Schiller Park, as amended, shall apply.
      (13)   Sections 5704.1 is amended to read as follows:
      5704.1 General. The storage of flammable and combustible liquids in containers and tanks shall be in accordance with this section and the applicable sections of Chapter 50. The limits referred to in this section in which storage of flammable liquids in outside, above-grade storage is limited per Section 92.06 of the New Millennium Code of the Village of Schiller Park, as amended.
      Storage of flammable liquids in outside, above-grade tanks within all areas zoned within the R-1, R-2, R-2/O, R-3, R-4, C-1, C-2, C-3, and C-4 HRO Districts under the Zoning Ordinance is hereby prohibited.
      In all areas zoned within the I-1 and I-2 Districts under the Zoning Ordinance in addition to the requirements of this Chapter, the storage of flammable liquids in outside above-ground tanks shall not be located closer than 400 feet to a residentially zoned area, and not more than one such tank, which shall not exceed 30,000 gallons, shall be located on any given lot of record.
      (14)   Sections 5706.4 is amended to read as follows:
      5706.4 Bulk plants or terminals. Portions of properties where flammable and combustible liquids are received by tank vessels, pipelines, tank cars or tank vehicles and which are stored or blended in bulk for the purpose of distributing such liquids by tank vessels, pipelines, tanks cars, tank vehicles or containers shall be in accordance with Sections 3406.4.1 through 3406.4.10.4 and Section 92.07 of the New Millennium Code of the Village of Schiller Park, as amended, establishing the requirements for bulk plants. In all areas zoned within the R-1, R-2, R-2/O, R-3, R-4, C-1, C-2, C-3, C-4, HRO, I-1 and I-2 Districts of the Zoning Ordinance, the use of any lot for a bulk plant is prohibited.
      (15)   Sections 6104.1 is amended to read as follows:
      6104.1 General. The storage and handling of LP-gas and the installation and maintenance of related equipment shall comply with the NFPA 58 and be subject to the approval of the fire code official, except as provided in this Chapter. The limits referred to in this Chapter in which the bulk storage of liquefied petroleum gas is limited per Section 92.08, as follows.
      All areas zoned in the R-1, R-2, R-3, R-4, C-1, C-2, C-3, and C-4 HRO Districts under the Zoning Ordinance is hereby prohibited.
      In all areas zoned within the I-1 and I-2 Districts under the Zoning Ordinance in addition to the requirements of this Chapter, the bulk storage of liquefied petroleum gas shall not be located closer than 400 feet to a residentially zoned area, and not more than one such tank, which shall not exceed 30,000 gallons, shall be located on any given lot of record,
      (16)   Chapter 80, titled "Referenced Standards", is amended to delete all reference to the "International Plumbing Code" and insert in place thereof the "Illinois Plumbing Code".
      (17)   Chapter 80 titled "Referenced Standards", is amended to delete all reference to the "International Zoning Code", and the "International Electrical Code".
      (18)   Chapter 80, titled "Referenced Standards", is amended to adopt the current edition of all referenced National Fire Protection Association (NFPA) standards.
      (19)   Chapter 80, titled "Referenced Standards", is amended to adopt by reference the current edition of NFPA 150 (Fire and Life Safety in Animal Housing Facilities Code), as published by the National Fire Protection Association.
      (20)   Appendices D, E, F, G, H, and I are adopted in their entireties.
      (21)   Appendices A, B, C, J, K, L, M, and N are deleted in their entireties.
