The fire protection water service pipe of each commercial, residential, or industrial building to which fire protection water service is provided, shall be equipped with a detector meter and AMR, the cost and maintenance of which shall be the responsibility of the owner of the premises or the user of the water service. There will be no minimum bill on this line, however, the user will be charged for the amount of water which flows through the meter.
