§ 53.08 SUPERVISION AND INSPECTION: SHUTOFFS, CONNECTIONS, AND SERVICE PIPES.
   The Director shall supervise or cause to be supervised all water shutoffs and all connections to the Village system, including the installation of service pipes. All fittings and connections shall be uniform and comply with specifications established in the Village Plumbing Code. Excavations for installing service lines and service pipes or repairing the same shall be made in compliance with the provisions of this code relating to excavations in streets. No such connection shall be covered until the work has been inspected and approved by the Director or his duly authorized agent.
   (A)   All connections to water mains shall be made by Village employees. In addition to providing the labor to cause the connection to be made, the Village shall supply and install the corporation cock, roundway, water supply valve, buffalo box, all other necessary parts and fittings, and service line from the water main to the water supply valve in the buffalo box, the cost of which labor and materials shall be in addition to the connection permit fee herein established.
   (B)   A water supply valve shall be placed on every service pipe and connection of service pipes to the water supply valve in the buffalo box and the meter on the premises receiving the service shall be installed by and at the cost of the customer or the connection permittee in compliance with the Village plumbing code as well as the following:
      (1)   All service pipes and service lines shall be buried at least 4½ feet below the surface of the ground and shall be not less than the sizes contained in the following table:

      (2)   The size of the water service pipe to buildings, other than those listed in division (A) above, shall conform to good engineering practices.
   (C)   All repairs on service pipes shall be made by and at the expense of the owner of the premises served. In case of emergency, the Village may repair any service pipe and the cost of the repair work shall be repaid to the Village by the owner of the premises served.
