(A) With the exception of fire department and/or Village personnel, it shall be unlawful for any person, firm or corporation, to connect or attempt to connect any pipe, "tee", valve, hose, or other device to any water main or other part of the Village system without first having secured a connection permit therefor from the Director.
(B) Applications for connection permits required by this section shall be made to, and on forms provided by, the Director at least 72 hours before the time the connection is proposed to be made.
