It shall be unlawful for any person, firm or corporation to use the Village dumping facilities; provided, under extreme or emergency circumstances, permission to use the facilities may be granted by written permission by the Village Director of Inspectional Services or the Director's nominee upon application having been made. The permit shall restrict dumping only during the regular business hours of the Village and/or as posted at the dumping site.
