After a hearing held by the Village Comptroller/Manager, in the event the Village Comptroller/Manager of the Village shall find that any owner has willfully avoided payment of the user fee imposed by this subchapter, the Village Comptroller/Manager may suspend or revoke all Village licenses held by such owner in the manner provided in § 119.015. The suspension or revocation of any license shall not release or discharge the owner from civil liability for the payment of the user fees nor for prosecution of such offense.
