§ 155.1004 LOT SIZE REQUIREMENTS.
   With the exception of the planned unit developments, a separate ground area, herein called the zoning lot, shall be designated, provided and continuously maintained for each structure containing a permitted use or conditional use.

(A)   Permitted Uses
   (1)   Single-family detached dwellings except where there exists a lot of record between two improved lots or between an improved lot and a street or alley, with a frontage of not less than 60 feet and a minimum area of 7,000 square feet, the owner thereof may construct thereon a one-family residence subject to all other provisions of this Chapter.

   (C)   Authorized Exceptions. The Zoning Administrator may grant an exception from the minimum lot area and minimum lot width under the following conditions:
      (1)   The Zoning Lot consists of a single lot of record and the owner does not own any contiguous land which meets the contiguous ownership requirements of this Chapter;
      (2)   There exists a habitable single-family or legal, non-conforming multi-family residential structure;
      (3)   The owner intends to completely demolish the existing structures on the Zoning Lot, including the removal of existing footings and the installation of new underground utilities;
      (4)   The owner proposes to construct a new single-family residence to replace the demolished structures; and
      (5)   A new single-family residence can be constructed without any zoning relief other than the exception granted under this section.
If the above conditions are met and the proposed single-family residence meets all other applicable codes, the Zoning Administrator is authorized to allow an exception of up to twenty-five percent (25%) from the minimum lot area and minimum lot width. The exception shall be granted only to the extent necessary to allow the proposed improvements to be constructed.
