§ 33.70 CONSTRUCTION; DEFINITIONS.
   (A)   The language in this Chapter shall be interpreted in accordance with the following rules of construction: (a) The word "may" is permissive and the word "shall" is mandatory; and (b) except where the context reveals the contrary: The singular includes the plural and the plural includes the singular, and the masculine gender includes the feminine and neuter.
   (B)   When used in this Chapter, the following words shall have the following meanings:
      AUXILIARY POLICE OFFICERS. Sworn Police Officers in the Non-Classified Service.
         CIVILIAN. A non-appointed employee of the Police Department who is hired by the Village President for Non-Classified Service.
      CIVILIAN POSITION. A Position held by a Sworn Police Officer not in the Uniformed Police Service but holding, without Examination, a Position in the Classified Service as a result of appointment by the Village President, which Position is declared hereby "exempt" from Examination and appointment by the Village Fire and Police Commission.
      CLASSIFIED POSITION. Any employee who is a Sworn Police Officer in the Uniformed Police Service as a result of Appointment by the Village Fire and Police Commission.
      CLASSIFIED SERVICE. Persons holding a Civilian Position, an Exempt Position, or a Classified Position.
      CONSERVATOR OF THE PEACE. Provided they have each received a certificate attesting to the successful completion of a training course administered by the Illinois Law Enforcement Training Standards Board: The Village President, Village Trustees, and Sworn Police Officers.
      DEPUTY POLICE CHIEF. An appointee from the rank of lieutenant of the Police Department, the holder of which shall serve at the discretion of the Director of Police.
      DIRECTOR OF POLICE. A civilian qualified through training and experience to advise and oversee the Police Department.
      EXAMINATION. The series of tests prescribed by the Village Fire and Police Commission to which every applicant for a Classified Position must be subjected and which each must complete successfully in order to be certified by the Commission for appointment to a Classified Position.
      EXEMPT POSITION. A Sworn Police Officer in the Uniformed Police Service holding, without Examination, a Position created in this Chapter in the Classified Service as a result of appointment by the Village President, and declared hereby "exempt" from Examination and appointment by the Village Fire and Police Commission.
      JAIL. The place in the Village heretofore established and used as the jail, or any other place which hereafter may be used for that purpose, hereby is declared to be the Village jail.
      NON-CLASSIFIED SERVICE. Any Civilian who is hired, or any person who is appointed as an Auxiliary Police Officer, by the Village President and rendering service as a Civilian or Auxiliary Police Officer, as the case may be, in accordance with the rules of the Police Department and the Village Ordinances.
      OATH OF OFFICE. Every person appointed as a Sworn Police Officer shall take and sign the following oath, which may be administered by the Village Clerk or any member of the Fire and Police Commission or the Village President:
         "I                         , do solemnly swear (or affirm) that I will support the Constitution of the United States and the Constitution of the State of Illinois and the ordinances of the Village of Schiller Park as well as the rules of the Department, and that I will faithfully discharge the duties of the Position of                    of the Village of Schiller Park, Illinois, according to the best of my ability.

      ORIGINAL APPOINTMENT. Designation by the Village Fire and Police Commission of a person to the lowest ranking office in the Uniformed Police Service.
      POLICE DEPARTMENT or DEPARTMENT. The Village Police Department.
      POSITION. A defined office, occupation, or place within the employment of the Police Department.
      PRESIDENT AND BOARD OF TRUSTEES. The President and Board of Trustees of the Village.
      PROBATION. The testing of a person's on-the-job conduct and performance in and suitability for a given Classified Position undertaken over a period of time, commencing with his appointment to such Classified Position.
      PROBATIONARY PERIOD. The time period of Probation immediately following an Employee's Original Appointment, during which time period such Employee can be dismissed without a hearing before the Commission.
      SWORN POLICE OFFICER. The Chief of Police, all members of the Classified Service of the Police Department and all Auxiliary Police Officers who have executed the prescribed Oath of Office.
      UNIFORMED POLICE SERVICE. Those Sworn Police Officers, other than those holding a Civilian Position or a Position as an Auxiliary Police Officer, who meet the definition of a "Police Officer" under the provisions of Section 3-106 of the Illinois Police Pension Fund Act.
      VILLAGE. The Village of Schiller Park, an Illinois municipal corporation and Home Rule Unit.
      VILLAGE PRESIDENT. The Village President, also known as "Mayor", of the Village.
