At the time original application is made for subdivision, resubdivision or consolidation of a parcel or parcels of property within the Village, the applicant shall pay such fees to the Village Clerk in the amounts thereof established by resolution of the President and Board of Trustees from time to time which shall include an estimated amount to reimburse the Village its costs for engineering and legal review by the Village Engineer and the Corporation Counsel. A current copy of such resolution shall be maintained in the office of the Village Clerk. No application for subdivision shall be accepted by the Village Clerk until all such fees have been paid, with the understanding that no subdivision plat shall be filed with the Cook County Recorder of Deeds for recordation until all such engineering and legal fees have been fully reimbursed the Village by the applicant.
