It shall be unlawful for any person to deviate from the original plans submitted with the application for a mobile home park license required by this chapter, or add new territory without first paying a fee of $50 for each ten acres altered or added to the original plot for which a license was issued; provided, this section will not apply to merely enlarging the area of the spaces provided for.
