(A) No land shall be occupied or used and no building hereafter erected or substantially altered, as determined by the Building Inspector, shall be occupied or used in whole or in part for any purposes until a certificate of occupancy shall have been issued by the Village Clerk, stating that the building complies with all the building, zoning and health laws and ordinances of the Village.
(B) No change of a principal use shall be made in any building or part thereof now or hereafter created or altered without a permit hearing been issued by the Village Clerk and no permit shall be issued to make the change unless it is in conformity with the provisions of all building, zoning and health ordinances of the Village.
(C) Nothing in this section shall permit the continuance of the present occupancy or use of any existing building, except as may be necessary for the safety of life and property.
