§ 131.03 ALCOHOLIC LIQUOR ON CITY PROPERTY.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ALCOHOLIC LIQUOR. Alcohol, spirits, wine, beer, and every liquid or solid, patented or not, containing alcohol, spirits, wine, or beer, and capable of being consumed as a beverage by human beings.
   (B)   License required. Unless authorized by appropriate licenses, it shall be unlawful to sell, offer for sale, carry, possess, or consume any alcoholic liquor on or within any building or other real property owned or leased by the Village.
