§ 123.17 TAXIMETERS.
   (A)   Every taxicab shall be equipped with an accurate and dependable taximeter.
   (B)   No taxicab shall operate for hire unless the taximeter is accurately recording the fare to be charged.
   (C)   The taximeter shall be placed in a taxicab so as to be readily visible to passengers and shall be maintained in good and correct operating condition at all times.
   (D)   Adequate illumination shall be provided for the face of the taximeter so that it may be read by the passenger whenever the vehicle is in operation.
   (E)   Each taximeter, at the owner's cost, must be annually certified as accurate by the official meter testing center. A numbered, adhesive seal issued by the Village of Schiller Park or the Village of Rosemont shall be affixed to the taximeter to indicate that the taximeter has been inspected and found to be accurate. The Village of Schiller Park certification shall be valid for one year from November 1 through October 31 of the following year.
   (F)   No person operating or owning any taxicab shall transfer any taximeter to any other vehicle unless the meter is inspected, reprogrammed and certified at the authorized taximeter testing center.
   (G)   If service is performed on the transmission, drive power train, or the size of the tire of any taxicab, the taximeter must be inspected, reprogrammed and certified at the authorized taximeter testing center.
   (H)   There shall be programmed into the meter of any taxicab licensed in the Village only one rate of fare. The rates shall be those which are provided for in this chapter.
   (I)   It shall be unlawful to have more than one taximeter in any taxicab.
   (J)   The Administrator shall specify the brand and model of taximeter to be used by taxicabs licensed in the Village.
   (K)   The Administrator may require that taximeters be re-certified and resealed when there exists probable cause to believe that the taximeter is not accurate, has been tampered with, or otherwise adjusted without authorization.
