§ 123.16 PUBLIC PASSENGER VEHICLE OPERATION.
   (A)   No operator of a public passenger vehicle shall carry more than the rated passenger load per vehicle.
   (B)   Not more than one passenger shall be permitted to ride in the seat alongside the driver of any taxicab. No taxicab shall transport more passengers than the number of operable seat belts available in the public passenger vehicle. The number of operable seat belts available shall not include the driver's seat belt or more than one front-seat passenger seat belt.
   (C)   After a public passenger vehicle has been hired by one or more persons traveling together, the operator shall not pick up other passengers.
   (D)   The driver of a public passenger vehicle shall transport his/her passenger to the point of destination by the most direct route.
   (E)   Each public passenger vehicle driver shall maintain personal hygiene, be clean and orderly in dress, and neatly maintain his/her scalp and facial hair. Such driver will be required to wear a shirt, pants and shoes. Clothing shall not have any visible rips or tears and shoes must cover the driver's feet.
   (F)   No person shall operate a public passenger vehicle within the Village who is under the influence of an intoxicating beverage or a controlled substance.
   (G)   The driver of any public passenger vehicle, while posted at any location in the Village awaiting a fare, shall remain in or in close proximity to the vehicle he/she is operating. He/she may leave his/her vehicle unattended for a period of no longer than ten minutes.
   (H)   The operator of a public passenger vehicle shall be courteous to passengers, prospective passengers and other drivers at all times.
   (I)   It shall be unlawful for any public passenger vehicle operator or company to use a radio frequency scanner or scanning type radio to monitor the radio frequency of a competing company for the purpose of stealing the fares of the scanned company.
   (J)   It shall be unlawful for any public passenger vehicle which transports passengers to convey toxic, hazardous or biological waste at any time.
   (K)   It shall be unlawful for any licensee or chauffeur's ID card holder or their representatives to offer compensation to the employees of any business in Schiller Park in order to direct prospective customers to that driver or company. It shall be unlawful for any person to accept or solicit compensation from a public passenger driver or company representative in return for directing prospective customers to that driver or company.
