§ 123.13 TYPE AND CONDITION OF PUBLIC PASSENGER VEHICLE.
   In addition to all requirements of the laws of the state and of the United States, every public passenger vehicle licensed by the Village shall be kept clean on the inside and out, shall be so designed and manufactured so as to have at least four operable doors so that every passenger may enter and exit without crossing any interior barrier; and have a sufficient number of exits of such size as will permit every passenger and the driver to exit from the vehicle in the event that one side shall have been rendered impassable as the result of an accident. Every public passenger vehicle shall be equipped with a seat belt for every passenger. In addition, the vehicle shall be "full-size" or larger and have a compartment to contain luggage or similar items.
