§ 123.09 PUBLIC PASSENGER VEHICLE AUTHORIZATION; INSPECTIONS.
   (A)   Application for a public passenger vehicle authorization shall be made by the owner of the vehicle upon forms furnished by the Village. In addition to the application, applicants shall submit copies of vehicle registration card and insurance as required by § 123.21.
   (B)   No public passenger vehicle authorization shall be issued for any vehicle that is not owned or operated by a licensee.
   (C)   All public passenger vehicles shall be inspected at least once each year. Taxicabs and livery vehicles shall be subject to inspection at reasonable intervals as required by the Administrator. Inspections will include but are not limited to the following:
      (1)   Vehicle, make, year, and vehicle identification number;
      (2)   State license number and year;
      (3)   Vehicle color;
      (4)   Vehicle number;
      (5)   Company name;
      (6)   Operability and functionality of all structural, mechanical and electrical components of the vehicle, which shall include but not be limited to the following:
         (a)   Engine and transmission;
         (b)   Service brakes;
         (c)   Emergency brakes;
         (d)   Horn;
         (e)   Rear view mirror;
         (f)   Windshield wipers and washers;
         (g)   Headlights;
         (h)   Taillights;
         (i)   Brake lights;
         (j)   Turn signals;
         (k)   Speedometer;
         (l)   Steering;
         (m)   Interior conditions (including driver & passenger seat belts);
         (n)   Exterior condition;
         (o)   Windows;
         (p)   Tires; and
         (q)   Taximeter (taxicabs only).
      (7)   Current bond sticker.
   (D)   Any time a public passenger vehicle is involved in an accident that causes damage which may affect the safety of prospective passengers, it must be taken out of service immediately and repaired. Before such vehicle may be returned to service, it must be certified at a safety inspection station.
   (E)   The Administrator and his or her designee may immediately remove from service any taxicab which has been designated unfit for service or unsafe.
   (F)   The Administrator may require a taxicab to be inspected if the Administrator has reason to believe that the condition of the taxicab may pose a threat to the safety of its passengers or has reason to believe that the taxicab is not in compliance with the provisions of this chapter.
