§ 123.08 TAXICAB SERVICE AND LIVERY SERVICE.
   (A)   Every taxicab service and every livery service which is licensed by the Village shall keep in operation at all times regular telephone service within the Village so that a person desiring to hire a public passenger vehicle may call the taxicab or livery service. The owner of the taxicab or livery service shall list the telephone number in the local and regional telephone directories published by the telephone company which furnishes local telephone service.
   (B)   Every licensee shall operate public passenger vehicles regularly in the Village so as to meet the public demand for passenger service. Every licensee shall maintain a central place of business open 24 hours a day for receiving calls and dispatching vehicles. Every licensee shall provide public passenger service seven days per week and 24 hours per day in such quantity as may be necessary to meet the public convenience and necessity for such service. Licensees may arrange among themselves to share this obligation on certain days and at certain hours when the public demand is low. Every such arrangement shall be in writing and kept on file with the Village Clerk. Licensees shall keep the public informed of such arrangements made to meet these minimum service requirements.
   (C)   Every licensed taxicab and livery service shall answer all calls received for service within the Village as soon as possible. If service cannot be rendered within a reasonable time, the taxicab or livery service shall notify the customer and give the reason(s) for the delay.
   (D)   No licensee shall allow any of its vehicles to operate without having first obtained the appropriate public passenger vehicle authorization and its drivers having obtained a Schiller Park chauffeur's ID card.
   (E)   If a licensee ceases to provide service for ten consecutive days or more, the Administrator may revoke its business license.
