§ 123.04 PASSENGERS NOT TO BE REFUSED; EXCEPTION.
   It is also the duty of the driver of any public passenger vehicle authorized in the Village to accept as a passenger any person who seeks service. In addition, the operator of a public passenger vehicle shall be courteous to passengers, prospective passengers and other drivers at all times. No driver shall be obligated to accept as a passenger any person who is disorderly.
