Except where otherwise expressly provided in this code to the contrary, no license shall be granted for a period longer than one year, every license shall expire on April 30 following the date of its issuance, and no license shall be granted for a sum less than the full annual license fee except as qualified by section 3-1-3-4 of this chapter.
