9-1-41: HANDICAPPED PARKING ZONE:
   (A)   Established: A handicapped parking zone is hereby established in the following designated places:
      1.   On the west side of Park Street commencing one hundred thirty five feet (135') southerly from the south extended curb line of Charles Street and ending one hundred sixty feet (160') south of said curb line.
      2.   On the west side of Fourth Street commencing ten feet (10') from the south extended curb line of Bowen Street and ending thirty five feet (35') south of said curb line.
      3.   On the east side of Main Street commencing twenty three feet (23') from the north extended curb line of Jefferson Street and ending forty eight feet (48') north of said curb line. (Ord. 1437, 4-28-1992)
      4.   On the west side of Fifth Street:
         (a)   Commencing one hundred twenty feet (120') north from the north extended curb line of Chicago Avenue and ending one hundred forty feet (140') north of said curb line.
         (b)   Commencing one hundred fifty three feet (153') north from the north extended curb line of Chicago Avenue and ending one hundred seventy three feet (173') north of said curb line. (Ord. 1992, 1-10-2012)
      5.   On the south side of Adams Street commencing sixteen feet (16') west of the west extended curb line of Main Street and ending thirty one feet (31') west of said curb line. (Ord. 1437, 4-28-1992)
      6.   On the west side of Third Street commencing one hundred forty two feet (142') southerly from the south extended curb line of Murray Street and ending one hundred sixty seven feet (167') south of said curb line. (Ord. 1635, 3-9-1999)
      7.   On the west side of Main Street commencing twenty three feet (23') from the north extended curb line of Madison Street and ending forty six feet (46') north of said curb line. (Ord. 1645, 9-28-1999)
      8.   On the south side of Murray Street commencing ten feet (10') west of the west line of the alley between Third Street and Main Street and ending forty feet (40') west of the west line of the alley between Third Street and Main Street.       10.   On the north side of Madison Street commencing fifteen feet (15') westerly from the west extended curb line of Main Street and ending thirty one feet (31') from said curb line. (Ord. 1854, 9-26-2006; amd. Ord. 1889, 2-12-2008)
   (B)   When Parking Permitted: It shall be unlawful for any person without a mobility handicap or not using a wheelchair to park in this space reserved for such handicapped persons; provided, however, that a driver of a vehicle being used to transport such handicapped person may park in such place.
   (C)   Signs: The superintendent of public works shall cause international wheelchair symbol signs to be posted indicating this prohibition and lines painted designating the parking zone and the angle at which the vehicles are to be parked. Each vehicle parking within the zone shall park within the lines of parking so established. No owner or operator shall park any vehicle across any such line or marking or park a vehicle in such a position that the same shall not be entirely within the area designated by such lines or markings.    (D)   Violation; Payment: Any person who violates the provisions of this section shall be fined two hundred fifty dollars ($250.00), if such fine is paid within seventy two (72) hours, and if said fine is not paid within seventy two (72) hours, then the fine shall be three hundred fifty dollars ($350.00) and shall remain so until ten (10) days after the mailing of a notice by the city to the violator. If the fine has not been paid within the aforesaid ten (10) day period, the fine shall be determined as provided in section 1-4-1 of this code, and a criminal complaint shall be filed in the circuit court for the county, and a notice to appear shall be issued to the person in whose name the vehicle is registered, notifying that person to appear before the circuit court of the county to answer the charge of violating restricted parking.
