7-6-5: BASIC USER RATE:
There shall be and there is hereby established a minimum charge and a basic user rate for the use of and for service supplied by the wastewater facilities of the City. On May 1 of each year, beginning with May 1, 2011, the minimum charge and basic user rate for schedules 1 and 2 of this section shall be increased by three percent (3%) and an ordinance passed by the City Council amending said fees.
   Schedule 1:   Resident Users:
      A minimum charge of twenty-eight dollars and sixty cents ($28.60) per billing period shall be applied to all users whose water consumption does not exceed ten thousand (10,000) gallons per billing period.
      A basic user rate of two dollars and eighty-six cents ($2.86) per one thousand (1,000) gallons shall be applied to all resident users for water consumption in excess of ten thousand (10,000) gallons per billing period.
   Schedule 2: Nonresident Users:
      All nonresident users shall be metered on the water supply or the sewer service, as approved by the City Council. Each account shall pay double the rates as established in schedules 1 and 3 of this section, and section 7-6-6 of this chapter.
      In the event a metering device is not provided, a flat rate as determined by the City Council shall be established as a minimum flat rate charge. The adequacy of the flat rate charge shall be reviewed annually by the City Council and the rate revised to reflect a change in service. The minimum flat rate charge shall in no case be less than two hundred and one dollars and ninety-six cents ($201.96) per quarter, which includes sewer system improvement fees, sewer reserve and replacement fee, public ways and property improvement fee, and sewer debt service fee. In the event that use of the wastewater facilities is determined to be in excess of twenty thousand (20,000) gallons per quarter, the City may require such flat rate user to install metering devices on the water supply or sewer service to measure the amount of service supplied.
   Schedule 3: Wastewater Rates For Running Water To Prevent Freezing:
      The user shall be billed for fifty percent (50%) of the metered water usage in excess of his average water usage, in addition to the regular rates established heretofore.
