7-5-2: PLUMBING:
   (A)   Permit Required: No plumbing shall be installed in any place in the city unless a permit therefor is first obtained. Applications for such permits shall be made to the superintendent and shall state thereon the name of the person or contractor intended to have charge of the installation, and the nature and extent of the proposed installation.
   (B)   New Plumbing; Exposure For Inspection: In all buildings hereafter erected, both public and private, and in all buildings already built or erected wherein any plumbing is hereafter installed or wherein any sewer or connection pipe shall be hereafter repaired or changed, except for minor repairs, on the sewer side of the trap, the drain, soil, rainwater and other pipe or pipes directly or indirectly connected into any drain, soil or water pipe, and all traps shall be exposed for view for inspection and test by the superintendent and shall not be covered until such test is made.
   (C)   Specifications; Adoption Of State Plumbing Code: The plumbing and fixtures installed in any building in the city must be installed to comply with the state plumbing code, promulgated by the state department of public health which is hereby adopted as the standard of specifications for plumbing. It shall be unlawful to install any plumbing or fixtures which do not comply with the above regulations.
   (D)   Enforcing Officer: The city superintendent shall enforce the provisions of the state plumbing code in the city.
   (E)   Copy Of Plumbing Code: The city superintendent shall keep on file in his office, three (3) copies of the most recent edition of the state plumbing code, which shall be available for inspection at all reasonable times.
   (F)   Separate Systems: Each house sewer and drainage system shall be independent of that of any other building, except that upon approval of the city superintendent, existing systems may be combined.
   (G)   Standards: All work done on any plumbing system shall be performed in an efficient and workmanlike manner.
   (H)   Penalty: Any person, firm or corporation violating any of the provisions of this section, or continuing to work in violation of a stop order issued by the superintendent shall be fined as set forth in section 1-4-1 of this code; and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
