The purpose of this chapter is to facilitate business registration and regulation by establishing a record of the current businesses in operation in the Commercial Zone Districts (City Central C-l (CC), Water Street East C-2 (WSE), Water Street North C-l (WSN), and Water Street South (WSS)) for the purpose of disseminating information, establishing regulations for business operations, and penalties for non-compliance with these requirements.
