(A) No person shall operate or propel any watercraft upon the waters of this city during the period one hour after sunset to one hour prior to sunrise without proper lighting as prescribed by federal or state law or regulation.
(B) All watercraft, other than vessels whose lighting requirements are covered by state or federal laws or regulations, used on the waters of Saugatuck Harbor shall, during hours of darkness or low visibility, display one white light visible through an arc of 360 degrees and of such intensity as to be visible on a dark night with a clear atmosphere at a distance of at least one1 mile.
