§ 32.15 DECLARATIONS.
   (A)   The City Council declares that there is need for a Community Development Commission to function in the city.
   (B)   The City Council further declares a need that the Commission function with respect to a redevelopment agency and a housing authority.
   (C)   The City Council declares itself to be the Community Development Commission.
