§ 32.16 FINDINGS.
   The City Council finds that the City Housing Authority does not have tenants. When and if the Housing Authority does have tenants, the City Council shall appoint to the Community Development Commission two tenants of the Housing Authority, one of whom shall be over 62 years of age if the Housing Authority has tenants of such age, within one year after the Housing Authority first does have tenants. The tenant Commissioners shall have all the powers, duties, privileges, and immunities of any other Commissioner.
