The provisions of this chapter are adopted in accordance with the determination made and the authority granted by the State of California under Section 22850.5 of the Vehicle Code to allow for the imposition of a charge equal to the city's administrative costs, relating to the removal, impound, storage, or release of property impounded vehicles in connection with the city's enforcement of the provisions contained in Section 14602.6 of the Vehicle Code.
