The provisions of this chapter shall only apply to the registered owner or the agents of that registered owner and shall not include the following:
(A) Any vehicle towed pursuant to the abatement provisions contained in Chapter 10.56 of the Whittier Municipal Code; or
(B) Any vehicle sold at a lien sale pursuant to Sections 3068.1 to 3074, inclusive of, and Section 22851 of, the Civil Code unless the sale proceeds are sufficient to pay both the lienholder's total charges and the city's administrative costs.
