The City Council shall from time to time determine and fix an amount to be assessed as administrative costs under this chapter, which amount shall be set by City Council resolution at a fixed rate per vehicle in connection with the city's enforcement of the provisions contained in Section 14602.6 of the Vehicle Code. Said administrative costs shall be collected by the city from the registered owner or the agents of that registered owner at the time of release.
