The Director of Public Works may make such changes in the application for an excavation permit as to location, dimensions, character and number of the proposed excavations or obstructions as in his opinion are necessary for the protection of the highways within which it is proposed that the work be performed or for the prevention of undue interference with traffic or the safety of persons using such highways.
