§ 96.045 COMMENCEMENT OF WORK WITHOUT OBTAINING PERMIT.
   Any person who shall commence any work for which a permit is required by this subchapter without first having obtained a permit therefor shall apply for such a permit. If a permit is issued, such person shall pay a fee equal to twice the fee specified by this subchapter for such permit. The payment of such double fee shall not relieve such person from fully complying with the requirements of this subchapter in the execution of the work or from any other penalties prescribed in this subchapter.
