Any person whose license is revoked or suspended, within 10 days after such revocation or suspension, may appeal to the Council for a hearing thereof; or the Council of its own motion may require such hearing. The Council may approve, modify or disallow the revocation or suspension. The decision of the Council shall be final except where an action is brought against the dealer by the District Attorney or the Attorney General under Cal. Bus. and Prof. Code § 21646.
