Prior to the date determined in this subchapter for termination of nonconforming structures, the owner of the premises upon which such structure is located shall be notified in writing of the date of termination. Prior to such date, the nonconforming structure shall be completely removed or brought into compliance with the requirements of this chapter. The city shall not be liable for the cost of altering or removing any nonconforming structure. If the nonconforming structure is not brought into compliance with the requirements of this chapter or removed within a reasonable time after the termination of the nonconforming status of said structure, the city shall have the authority to remove said structure. The cost of such removal may be charged to the owner of the premises and collected in the same manner as provided for special assessments on the land.
