A legally existing nonconforming school, park, library, fire station or other similar public use may be added to, extended, or altered, provided, that such additions, extensions or alterations do not extend beyond the boundaries of the existing site or of the site approved by the Planning Commission; and provided, that such additions, extensions or alterations comply with the development standards and all other provisions of this chapter.
