4-3-3: EXCEPTIONS:
Only fires, under the conditions described below will be permitted:
   A.   Fire Training: Outdoor burning shall be authorized for training of firefighting personnel when requested in writing and authorized by the Texas commission on environmental quality. A separate request will be required for each training exercise.
   B.   Domestic Outdoor Fires: Fires are allowed out of doors for cooking, warmth, recreational or ceremonial purposes. These fires should be built in a fireproof container, such as a barbecue pit or chimenea, made of brick, stone, metal or other fireproof material and in a manner to contain the fire and prevent said fire or embers from escaping. All of the above allowed out of doors fires must comply with section 4-3-2, "General Prohibition", of this chapter. Domestic outdoor fires do not require a permit. Requirements of sections 4-3-4 and 4-3-5 of this chapter are not applicable.
   C.   Land Clearing: Burning of vegetation and/or brush in the clearing of land for agricultural purposes or building new construction shall be allowed on tracts two (2) acres or larger of land including an area zoned residential.
   D.   Municipal Burning: The city of Santa Anna may burn vegetation, brush and/or trees causing detrimental public health and safety after a natural disaster such as tornados, high winds or ice storms upon receiving site and burn approval from the Texas commission on environmental quality.
