4-2-1: PROHIBITED ACCUMULATIONS; COLLECTION BY CITY:
   A.   Accumulations Prohibited: It shall be unlawful for any person in the city to deposit or cause to be deposited in front of, in the rear of, or along the side of any building or premises owned or controlled by such person paper, sweepings, bottles, cans, tires, lumber, bricks, scraps or rubbish of any kind whatsoever without immediately removing the same. Any violation of this subsection shall be punishable in any sum not exceeding two hundred dollars ($200.00).
   B.   Removal By City; Costs: If any person in the city shall deposit or permit or cause to be deposited in front of or in the rear or along the side of any premises owned by him or anywhere else off of his own premises or in any sewer, gutter or ditch or in any alley, street, or sidewalk of the city any of the items mentioned in subsection A of this section without immediately removing the same, it shall be the duty of the city scavenger to remove the same, and for such service, the city shall be allowed the remedies stated in this chapter.
