It shall be unlawful for the owner of any lot or premises to allow or permit any condition to exist whereby any structures, buildings, waste, refuse, chemical, or explosive material of any kind which may be dangerous in character or likely to promote fire, shall be hazardous, dangerous, or unsafe for any individual and for whatever purposes, including structures which, for lack of repair or by reason of age or dilapidated condition, or for any cause, are likely to burn, catch fire, cause a fire, endanger by location other buildings or property, or lives, or endanger by occupation persons or property therein.
