There is hereby adopted by the city, for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, use and occupancy, location and maintenance of buildings and structures, including permits and penalties, that certain code known as the international residential code, 2015 edition, recommended and published by the International Code Council, Inc., and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended, of which not less than three (3) copies have been and are now filed in the office of the city secretary, and the same is hereby adopted and incorporated as fully as if set out at length herein, and from the effective date hereof, the provisions thereof shall be controlling in the construction of all buildings and structures contained within the corporate limits of the city.
