7-2-1: CITY LAKES:
   A.   Enforcement Of Provisions: The city does hereby assume police control over the two (2) city owned lakes, being all those lands, parks and grounds with the waters and lakes thereon owned by and lying outside the city limits and known, respectively, as Lake Santa Anna and Lake Sealy.    B.   Prohibited Acts And Conditions:
      1.   Picnicking: On and after the effective date hereof, it shall be unlawful for any person or persons to picnic on the city lakes or any adjacent property to the lakes.
      2.   Damage Or Injury To Property: Any person who shall wilfully or mischievously injure or destroy any real or personal property of any description on the grounds of either of said lakes, and of a value of fifty dollars ($50.00) or more, shall be guilty of a misdemeanor.
      3.   Pollution:
         a.   It shall be unlawful to deposit, cause to fall upon or wilfully leave any fish, fowl, fresh fruit, vegetable, fecal or other organic matter subject to decay in the water or on the grounds of either of said lakes and within one hundred feet (100') of the shoreline and in drainage areas into either of said lakes.
         b.   It shall be unlawful for any person owning or controlling any premises to allow any polluted matter, liquid or otherwise, from any source, to be placed in such a manner as may reach the waters of either of said lakes, directly or through tributaries, and such act is hereby declared a nuisance.
         c.   No dead animals or any part thereof, fish, decayed vegetables or food, filthy ashes, garbage, offal or rubbish of any kind which, by its decay or putrefaction, could or would become offensive shall be placed or permitted to be placed in such a manner as will allow same to drain into either of said lakes, directly or through tributaries; and each and every such act is hereby declared to be a nuisance and prohibited and made unlawful.
      4.   Livestock At Large: Any person allowing any stock, horses, cows, sheep, hogs or any other stock to run at large on city lake property in the drainage area, or to drink from the waters of either lake, or to wade or stand in the water of either lake shall be guilty of a misdemeanor.
      5.   Swimming, Diving Or Skiing: It shall be unlawful for any person to swim, dive or ski in any waters contained in either of said lakes.
      6.   Firearms: It shall be unlawful for any person to have in his possession a firearm within the boundaries of any lands owned by the city located adjacent to either of said lakes.
      7.   Fireworks: It shall be unlawful for any person to have in his possession fireworks of any type within the boundaries of any lands owned by the city located adjacent to either of said lakes.
      8.   Violations; Penalties:
         a.   Whoever violates any of the provisions of subsections C2, C3 and C4 of this section shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined in any sum not exceeding one hundred dollars ($100.00).
         b.   Any person who shall violate any provisions of subsections C5, C6 and C7 of this section shall be guilty of a misdemeanor and, upon conviction, shall be punishable by a fine not to exceed two hundred dollars ($200.00). (1988 Code § 7-2-3; amd. 2016 Code)
